<p> Rates on the most popular types of mortgages moved in slightly different directions in the past week, according to HSH.coms Weekly Mortgage Rate Radar. The average rate for conforming 30-year fixed-rate mortgages rose by 3 basis points (0.03 percent) to 4.03 percent. Conforming 5/1 hybrid ARM rates decreased by a single basis point, closing the Wednesday-to-Tuesday wraparound weekly survey at an average of 2.95 percent, a new record low.</p>
<p>&#13;</p>
<p>&#8220;Even with the slight rise in fixed rates this week, it&#8217;s hard not to love mortgage rates holding at these levels,&#8221; said Keith Gumbinger, vice president of HSH.com. &#8220;Right now, there&#8217;s not a lot of economic news to push them around much.</p>
<p>&#13;</p>
<p>Low rates are of course good for homeowners looking to refinance, but the fact that rates also remain stable is important for homebuyers, since it can take months for a purchase transaction to go through, Gumbinger explained.</p>
<p>&#13;</p>
<p>Sharp moves in rates, especially upward, can change the terms of a real estate deal. &#8220;A bump in rates lowers the mortgage amount that can be borrowed, said Gumbinger. If the bump is large enough, it can ruin a potential transaction. On the other hand, a sharp drop in rates might bring more bidders for a given property, increasing the asking price.</p>

<p>The amount of the second quantitative easing by the European Central Bank wasn&#8217;t 1 trillion euros (HK$  10.44 trillion) as predicted by those most upbeat. </p>
<p>But the 529.5 billion euros was still modestly higher than the average forecast by the markets immediately before the ECB announcement, as well as the 489 billion euros released to 523 banks in the first round on December 21. </p>
<p>The immediate market reaction was intriguing. London stocks struggled near their post-crisis high. The euro weakened a bit after surging ahead of the expected announcement. </p>
<p>The general consensus was it would have positive impact on the market &#8211; especially risk assets &#8211; in the short run. The excessive liquidity should push down the yield further for bonds issued by debt- ridden euro zone members, with Italy and Spain in particular, for they&#8217;re the domino pieces that must not fall. Greece is peripheral. </p>
<p>However, as the central bank issued its second and likely last round of QE, the liquidity also increased pressure on the wall. It will be relevant to ask if ECB has the ability to pull back these funds three years later. This will be the crunch point in due course. B2B business involves foreign trade business, which may be affected by European Debt crisis heavily. </p>

<p>The central government is unlikely to relax its tight grip on the mainland property market before the National People&#8217;s Congress meeting this month.</p>
<p>Beijing is expected to lower its gross domestic product growth target for this year to 7.5 per cent at the meeting, while maintaining consumer price inflation at 4 per cent. </p>
<p>Banks expect a higher growth rate, and the lower forecast means that the government would step up economic reforms that could boost domestic consumption, amid contracting export demand from developed economies in the West. </p>
<p>Though local governments and the real estate industry have repeatedly called for the relaxation of property tightening measures, the central government does not appear to be wavering. Instead of easing property policies, other measures that would help boost domestic spending power, such as tax cuts and the income distribution system, should be hot topics at the NPC meeting.</p>
<p>Although financial reforms might not be at the top of the agenda, Lam said the government could hasten the liberalization of interest rates by launching pilot schemes among selective banks, and gradually encourage them to develop consumer loan products in order to stimulate domestic spending. </p>
<p>E-business is growing fast now and e-business has contributed a lot to the economic growth in China. </p>

Unfortunatly the US economy has really tookin a toll on our family budget, that we had to sell one of our horses sadly.
